Patti Bordeleau

Prior to her retirement, Patti was the Director General, Labour Relations and Compensation at the Canada Border Services Agency. Patti has extensive experience in the human resources field in the Federal Public Service, including compensation, occupational health and safety, classification and labour relations. Since Patti’s retirement in September 2011, she has served as a coach/mentor in the field of labour relations in public service organizations.

Patti has a Bachelor of Arts, with Distinction, in Law from Carleton University.

Dale Kimmett P. Eng.

Dale Kimmett is a Professional Engineer, consultant and former federal government executive. Since retiring from Environment Canada in 2000, Dale has been providing environmental and management consulting services through Kimmett Environmental Consulting. During his 35-year career, Dale has worked in most regions of Canada and has represented Canada on various federal, federal-provincial and international boards and committees.

Jacques V. Chartrand

Position: Secretary and Treasurer

Graduated from the University of Ottawa with a BA (Pre-Med) in 1973 and obtained his Juris Doctor certificate in 1980. He was called to the Ontario Bar in 1981, practiced as a sole practitioner for 6 years and thereafter was employed as a director/lawyer in community legal clinics for 28 years until his retirement in June 2017. Martti Lahtinen

Position: Secretary

Martti, who worked as an Ottawa Citizen copy editor for 22 years, crossed the line of denial in 2006 — admitting to his alcohol addiction — and entered the Newgate 180 treatment program via a client-corporate connection with the Ottawa Citizen, his employer at the time. The caring Newgate staff showed him the education-based path to sobriety, which he has sustained. Newgate later honoured Martti with an invitation to the Board of Directors, his being able to “talk the talk” after “walking the walk” overshadowing his admitted but improving limitations in the business of overseeing the Newgate operations. At the outset, it was Newgate that pointed Martti in the right direction. He has not looked back.

Bernice Wilson

Position: Director

Ms. Wilson recently retired as National President of Natural Resources Union, a Component of the Public Service Alliance of Canada, an elected position she held from 1990. She was previously employed by the Legal Surveys Division of the Department of Natural Resources and managed the Plans Ratification Process and the Canada Lands Surveys Records. As well, she is involved in community outreach work and served on the Women’s Auxiliary of the Royal Canadian Legion.
